Oceanic Intelligence: Leveraging Ethics and Communication for Blue Economy Competitiveness in Tuban, Indonesia
Abstract
This study explores the concept of oceanic intelligence by examining how ethics and communication contribute to enhancing the competitiveness of the Blue Economy in Tuban, Indonesia. As a coastal area with abundant marine resources, Tuban has the potential to access global markets through sustainable and ethical business practices. However, challenges remain in terms of limited English proficiency and insufficient ethical branding, which hinder direct participation in international trade. By employing a qualitative approach, this research analyzes the role of ethical management rooted in local cultural and religious values, alongside English language education as a tool for global communication. Findings highlight that integrating ethical practices such as transparency, sustainability, and halal certification with effective English-based communication can foster global trust and partnerships. The study proposes oceanic intelligence as a framework that bridges local wisdom with global competitiveness in Blue Economy development.
