Analysis of The Effectiveness of National Food Policy Post-Covid-19 From The Perspective of Maqāṣid Al-Shari’ah

Abstract

The COVID-19 pandemic has had a significant impact on food security in Indonesia, forcing the government to formulate various strategic policies such as the Rice Supply and Price Stabilisation (SPHP) programme, rice social assistance, and other food security programmes. This study aims to analyse the effectiveness of the government's food policies post-COVID-19 pandemic through the perspective of Maqāṣid al-Shari’ah, which includes the protection of life (ḥifẓ al-nafs), the protection of property (ḥifẓ al-māl), the protection of religion (ḥifẓ al-dīn), the protection of intellect (ḥifẓ al-‘aql), and the protection of lineage (ḥifẓ al-nasl). The research method used a descriptive qualitative approach with policy analysis techniques through literature review, policy documents, and in-depth interviews with stakeholders in the food sector. The results of the study show that government food policies have generally succeeded in maintaining the accessibility and affordability of staple foods, especially rice, for vulnerable groups, which is in line with the principles of ḥifẓ al-nafs and ḥifẓ al-māl. However, challenges related to distribution, targeting accuracy, and programme sustainability were identified, requiring strengthened inter-institutional synergy and optimised food governance. This study recommends the explicit integration of Maqāṣid al-Shari’ah values into the food policy formulation process as an effort to achieve social justice and sustainable welfare.
