Strengthening the Blue Economy in the Kenjeran Coastal Area Using a Pentahelix Approach

Abstract

The purpose of this study is to strengthen the blue economy concept in the Kenjeran coastal area of Surabaya using the pentahelix approach, which emphasizes collaboration between the government, universities, the private sector, the community, and the media. The Kenjeran coastal area has significant economic potential, particularly in marine products, marine tourism, and fisheries. This potential has not been fully realized due to persistent problems such as environmental pollution, declining marine resource quality, and poor coordination between related parties. Descriptive analysis and a literature review serve as qualitative research methodologies. The findings of the analysis indicate that although Kenjeran has begun to implement blue economy ideas, the implementation is still incomplete and has not been integrated into a comprehensive governance framework. Increasing cross-sector collaboration, empowering local communities, and maximizing the role of the media in outreach and education are ways to develop a blue economy by adopting the pentahelix strategy.
