Abstract

The Blue Economy is crucial for sustainable development in coastal areas. Surabaya is strategically located through Tanjung Perak Port, a maritime-based creative industry sector, seafood-processed MSMEs, and inclusive tourism potential that contribute to community income and Gross Domestic Product (GDP). This research used a qualitative descriptive approach, utilizing literature from scientific journals, local government reports, and Surabaya tourism statistics. The analysis was conducted to identify the relationship between the Blue Economy and local economic growth. The implementation of the Blue Economy through marine-based sectors, strengthening the capacity of MSMEs, digital innovation, and sustainable tourism development demonstrated significant positive results and a strong correlation with Gross Domestic Product (GDP). Economic growth, local community empowerment, and the sustainability of MSMEs and tourism have been proven to be driven by the Blue Economy concept. Supported by technological innovation, cross-sector collaboration, and targeted policies, these initiatives provide optimal benefits for the well-being of the Surabaya community.
