Blue Economy Policy Strategy in Controlling Brantas River Pollution to Support Sustainable Development in Mojokerto Regency

Abstract

The pollution of the Brantas River in Mojokerto Regency has created serious challenges for the sustainability of agriculture, freshwater fisheries, and river-based tourism. The river plays a vital role as a source of irrigation, raw material for clean water, and a foundation for local economic activities. However, increasing industrial, domestic, and agricultural waste has reduced water quality and threatened local economic resilience. This study aims to analyze relevant blue economy policy strategies to control Brantas River pollution while promoting sustainable development in Mojokerto. Using a descriptive qualitative approach and policy analysis based on the blue economy framework, data were collected from official regional government documents and academic literature reviews. The results show that existing policies remain sectoral and insufficiently integrated, thereby limiting pollution control effectiveness. Through the blue economy approach, five key strategies were identified: strengthening regulations and environmental law enforcement for industrial waste, implementing circular economy practices through waste processing innovation, developing economic diversification based on sustainable water tourism and fisheries, utilizing innovative technologies such as digital water quality monitoring, and expanding global partnerships to support Brantas River restoration. This study concludes that the blue economy approach is not only relevant for coastal areas but is also crucial for managing inland waters that support the local economy. The academic implication enriches the literature on sustainable development policies, while the practical implication provides strategic guidance for local governments in designing more holistic, innovative policies with long-term impacts on the welfare of Mojokerto communities.
