Economic Policy Strategy in Supporting a Sustainable Blue Economy through Fisheries and Aquaculture Development in Sidoarjo Regency

Abstract

This study examines economic policy strategies to support a Sustainable Blue Economy by developing the fisheries and aquaculture sectors in Sidoarjo Regency. The approach employed is qualitative-descriptive, incorporating policy analysis through in-depth interviews with government agencies, aquaculture business actors, and coastal communities, supplemented by field observations and a review of relevant policy documents. The results of the study indicate that Sidoarjo Regency has significant economic potential in the aquaculture sector, particularly shrimp and milkfish ponds, which can make a real contribution to local economic growth. However, this potential is still hindered by environmental degradation resulting from pond intensification, limited access to financing for small-scale fishermen, and low adoption of environmentally friendly technologies. These findings emphasize that the success of the blue economy is determined not only by increasing production capacity but also by the integration of policies that support ecological sustainability, economic efficiency, and social inclusiveness. This study makes an academic contribution, enriching the literature on coastal economic policies while offering practical recommendations for local governments. Suggested strategies include strengthening environmentally based regulations, encouraging green investment, and strengthening multi-stakeholder collaboration. Thus, the fisheries and aquaculture sector in Sidoarjo Regency has the potential to become a model for implementing a Sustainable Blue Economy that is competitive while maintaining the sustainability of resources.
